1.中化国际招标有限责任公司（招标代理机构）受中国石化工程建设有限公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：
100万吨/年乙烯装置一级急冷换热器PQE（Primary Quench Exchange）   56台
二级急冷换热器SQE(Secondary Quench Exchange)   7台
2.（有兴趣或被邀请）的潜在投标人可从中化国际招标有限责任公司得到进一步的信息和查阅招标文件。
3.对投标人的资质要求：
1)投标人必须是制造商，否则其投标将被否决；
2)投标人应具有营业执照（营业登记）/经营许可证明文件；
3)投标人应具有ISO9000质量管理体系认证证书、ISO14000环境管理体系认证证书；
4)投标人应具有特种设备设计、制造许可证。
5)近5年（2013年至2017年）投标人应具有100万吨/年及以上乙烯装置急冷换热器业绩并提供业绩清单（标明型号、用户名称、用户所在地、装置规模等），出具销售合同关键页或最终验收证明复印件；
6)投标人投标产品的设计方应具有100万吨/年及以上乙烯装置急冷换热器设计业绩并提供业绩清单；
7)投标人应当提供在开标日前3个月内由银行出具的银行资信证明的原件或复印件。
8)本项目不接受联合体投标。
4.（有兴趣或被邀请）的潜在投标人可于2017年11月20日至2017年11月27日每天（节假日除外）9:00至16:00时（北京时间）在下列地点购买招标文件，本招标文件售价为5000元人民币或1000美元，售后不退（邮购须另加100元人民币或20美元）。任何未在中化国际招标有限责任公司领购招标文件的法人或其他组织均不得参加投标。

1.Entrusted by SINOPEC Engineering Incorporation (Tenderee), SINOCHEM International Tendering Co., Ltd. (Tendering Agent) invites sealed bids by international (competitive or invitation) from eligible bidders for the supply of the following goods and related services:
1,000 KMTA ETHYLENE PLANT
Primary Quench Exchanger (PQE)      56 sets
Secondary Quench Exchanger (SQE)    7sets
2.Interested or Invited bidders may obtain further information and refer to Bidding Documents from SINOCHEM International Tendering Co., Ltd.
3.Qualification Requirements For Bidder：
1)The bidder must be the Goods’ manufacturer;
2)The bidder shall have a business license (business registration) / business license certification;
3)The bidder shall have ISO9000, ISO14000;
4)The bidder shall have the Certificate for Special Equipment License;
5)Recent five years (2013~2017), the bidder shall have sold Quench Exchanger in the Ethylene Plant (1000 KMTA and above) and should quote the list of statements which could meet the conditions mentioned above (indicating type of the plant, user’s name, user’s location, etc.). The supporting documents should be provided as well, such as important contract pages photocopy, the Acceptance Certificate photocopy,etc., otherwise, the bid document will be rejected;
6)The bidder’s design institute shall have designed Quench Exchanger in the Ethylene Plant (1000 KMTA and above) and should quote the list.
7)The bidders should provide a bank reference letter in original or its copy issued by their account banks within 3 months prior to the time of bid opening. (The copy needs to be signed or sealed by the representative of bidders ).
8)Joint venture is not accepted.
4.Interested or Invited bidders may purchase Bidding Documents at the place hereafter from November 20, 2017 till November 27, 2017 during the period 09:00~16:00 (Beijing time) upon non-refundable payment of RMB 5,000.00 or USD 1000.00 for each complete set of bidding documents (for mail order, an additional RMB 100.00 or USD 20.00 for each set is requested. Bidders that fail to fill out the purchase record of the Bidding Documents shall be rejected.
