3. 投标人资格要求
投标人应具备的资格或业绩：
1) 境内投标人提供：有效的营业执照复印件、组织机构代码证、税务登记证复印件或“三证合一”后加载统一社会信用代码的营业执照复印件或事业单位法人证书复印件；
境外投标人提供：其商业登记/商业证明；
2) 投标人应为独立法人，注册资金或净资产不少于500万人民币或等值外币；
3) 投标人具有良好的营业财务状况，充足的资金保证，并提供近三年（2013年-2015年）财务审计报告复印件；
4) 投标人必须提供其所投产品制造商的有效期内的ISO9001质量管理体系认证证明；
5) 投标人须提供其重大涉诉情况说明。
6) 投标人需证明未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单（需提供“信用中国”查询记录并加盖公章）。
7) 业绩要求：
1) 投标人和/或制造商须提供至少3份近五年（2013-2017年）销售或制造本招标项目要求的同类型货物的合同复印件或最终用户的最终验收证明。
8) 银行资信证明：
1）境内投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件；
2）境外投标人应当提供在开标日前3个月内由其开户银行开具的银行资信证明的原件或复印件。

0747-1740SITCQ222 Electrical design software(2) of Shanghai Aircraft Design and Research Institute 1 Set The procurement for design software toolkit of professional cable and harness widely used in the area of aviation and spaceflight is required in the Project, and its function covers the integrated whole life cycle of harness system like level design, harness design, manufacture, analysis, and maintenance, which is the most advanced electrical system design platform to provide advanced and efficient harness design, analysis and engineering solution.
The procurement of this software can relieve the shortage of logical design, harness design, interaction of logical design and CATIA design, interaction of harness design and CATIA design, and relevant supporting modules License in design for electrical system of airline.

3. Qualification Requirements For Bidder
Qualifications or Performance：
1) The Tenderer within the territory of China shall provide: a copy of valid business license, organization code certificate, and tax registration certificate, or after “integration of the three certificates”, loading the copy of business license with unified social credit code or certificate copy of the institution legal person;
The Tenderer outside of China shall provide: its business registration / business certificate;
2) The Tenderer shall be the independent legal entity, with registered capital or net asset no less than RMB 5 million or equivalent foreign currency;
3) The Tenderer shall be in good business financial conditions with adequate financial security; moreover, the copy of financial audit report for the recent three years (2013-2015) shall be provided;
4) The Tenderer must provide ISO9001 quality management system certificate within the validity period of manufacturer of its products;
5) The Tenderer must provide the situation explanation for its major lawsuit.
6) The Tenderer must prove that he has not been listed in the list of breach of the person subjected to execution (inquire record of “credit china” shall be provided with official seal affixed) by “credit china” website (www.creditchina.gov.cn).
7) Performance requirements:
(1) The Tenderer and/or manufacturer must provide 3 copies of sale or manufacture Contracts for the similar products required by this tendering project for the recent five years (2013-2017) or the Final Acceptance Certificate of the final user.
8) Bank reference letter:
1) Domestic bidder shall provide the bank reference letter from the bank which the basic account was opened, issued within three months prior to the time of bid opening in original or its copy.
2) Foreign bidder shall provide the bank reference letter issued within three months prior to the time of bid opening in original or its copy.Bidder shall provide a written statement of its non-significant lawsuits (with the official seal of the bidder.
