3. 投标人资格要求
投标人应具备的资格或业绩：
1) 投标人必须是制造商或制造商唯一授权的代理商并提供制造商出具的针对本项的授权书，否则其投标将被否决。
如果投标人提供货物产地为中华人民共和国关境外。一旦中标，投标人必须是与招标人签订本项目外贸合同的签约方。如投标人不具备与招标人签订外贸合同的能力，其投标将被否决。
如果境外投标人所投货物包含境内部分，则投标人须具备人民币结算能力，否则其投标将被否决。
2) 关境内投标人须提供以下资质证书的复印件：
①营业执照、组织机构代码证及税务登记证或“三证合一”后加载统一社会信用代码的营业执照；
②提供制造商有效期内的ISO9001质量管理体系认证证书或同等质量管理体系认证证书；
关境外投标人须提供以下资质证书的复印件：
①有效的企业登记证明材料；
②提供制造商有效期内的ISO9001质量管理体系认证证书或同等质量管理体系认证证书。
3) 业绩要求：近5年（2012至今），投标人须有3台及以上与本次投标同类产品的制造/销售业绩，并提供对应的销售合同或销售订单复印件作为证明材料，销售合同或订单须能体现合同签订时间、销售货物名称、数量以及用户信息。
4) 境内投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件；境外投标人应当提供在开标日前3个月内由其开户银行开具的银行资信证明的原件或复印件。

3. Qualification Requirements For Bidder
Qualifications or Performance：
1) The bidder must be the Goods’ manufacturer or the agent exclusively authorized by the Good’s manufacturer, the authorization material must be provided, otherwise the bid will be rejected.
The bidders must be the contract party and have the ability to fulfill foreign trade contract with SAMC if offering Goods from outside PRC customs territory, otherwise the bid will be rejected.
If the foreign bidders have goods provided within PRC customs territory, the bidder shall have the ability to fulfill RMB contract directly with SAMC, otherwise the bid will be rejected.
2) For domestic bidders:
①Business License (Business Registration), Organization Code Certificate, Tax Registration Certificate;
②Valid ISO 9001 Quality Management System or other similar quality management system certification of the Good’s manufacturer.
For foreign bidder:
①Business Registration Material.
②Valid ISO 9001 Quality Management System or other similar quality management system certification of the Good’s manufacturer.
3) Requirements of Achievements:
In the last 5 years (2012-2017), the bidder must have manufacture/sales achievements of Goods that are with the same specifications as required or similar Goods which criteria is not under the requirements of this project. A list of 3 sets goods sales achievements must be provided, copies of sales contracts or sales orders must be provided as well (the signing time, sales content and quantity, signing party and other key information could be clearly identified, otherwise it will be regarded as invalid).
4) Domestic bidder shall provide the bank reference letter from the bank which the basic account was opened, issued within three months prior to the time of bid opening in original or its copy;
Foreign bidder shall provide the bank reference letter issued within three months prior to the time of bid opening in original or its copy.
