3. 投标人资格要求
投标人应具备的资格或业绩：
1) 投标人必须是制造商，否则其投标将被否决。
如果投标人提供货物产地为中华人民共和国关境外。一旦中标，投标人必须是与招标人签订本项目外贸合同的签约方。如投标人不具备与招标人签订外贸合同的能力，其投标将被否决。
如果境外投标人所投货物包含境内部分，则投标人须具备人民币结算能力，否则其投标将被否决。
2) 关境内投标人须提供以下资质证书的复印件：
①营业执照、组织机构代码证及税务登记证或“三证合一”后加载统一社会信用代码的营业执照；
②有效期内的ISO9001质量管理体系认证证书或其他同等质量体系认证证书。
关境外投标人须提供以下资质证书的复印件：
①有效的企业登记证明材料；
②有效期内的ISO9001质量管理体系认证证书或其他同等质量体系认证证书。
3) 业绩要求：
近6年（2011年-2017年），投标人应具有销售或安装本招标要求的同类型设备（低轨龙门架移动设备，X方向行程≥12000mm，Y方向行程≥4000mm，Z方向行程≥2000mm）不少于5台的业绩并提供业绩清单（清单中须包含设备销售时间、销售数量、设备名称、型号及最终用户等信息）。同时，投标人须提供对应合同复印件首页及参数页或设备的安装、验收证明文件（允许对合同金额或涉及商业机密信息进行保密处理）作为证明材料。
4) 银行资信证明：
境内投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件；
境外投标人应当提供在开标日前3个月内由其开户银行开具的银行资信证明的原件或复印件。

3. Qualification Requirements For Bidder
Qualifications or Performance：
1) The bidder must be the Goods’ manufacturer, otherwise the bid will be rejected.
The bidders must be the contract party and have the ability to fulfill foreign trade contract with SAMC if offering Goods from outside PRC customs territory, otherwise the bid will be rejected.
If the foreign bidders have goods provided within PRC customs territory, the bidder shall have the ability to fulfill RMB contract directly with SAMC, otherwise the bid will be rejected.
2) For domestic bidders:
①Business License (Business Registration), Organization Code Certificate, Tax Registration Certificate;
②Valid certification of ISO9001 quality management system or other similar quality management system certification;.
For foreign bidder:
①Business Registration;
②Valid certification of ISO9001 quality management system or other similar quality management system certification.
3) Requirements of Achievements:
In last 6 years (2011-2017), the bidder must have sales/installation achievements of similar Goods of this project (as mobile equipment of low-orbit gantry frame, X-axis movable distance≥12000mm, Y-axis movable distance≥4000mm, Z-axis movable distance≥2000mm). A list of 5 sets of Goods sales achievements must be provided (including sales time, sales quantity, equipment name and model, end user name and so on), copies of the first page and detailed parameters pages of sales contracts (confidential treatment of contract price or other commercial confidential information is allowed) or the installation and acceptance certificate should also be provided as evidentiary materials.
4) Bank reference letter:
Domestic bidder shall provide the bank reference letter from the bank which the basic account was opened, issued within three months prior to the time of bid opening in original or its copy;
Foreign bidder shall provide the bank reference letter issued within three months prior to the time of bid opening in original or its copy.
