中化国际招标有限责任公司受招标人委托对下列产品及服务进行国际公开竞争性招标，于2017年8月16日在中国国际招标网公告。本次招标采用传统招标方式，现邀请合格投标人参加投标。

1) 投标人必须是制造商或制造商针对本项目唯一授权的代理商。投标人如为代理商，则必须提供其制造商针对本项目的正式授权函、原厂服务承诺函，否则其投标将被否决。本次招标产品须为制造商标准产品，须提供标准产品的样本资料，并提供制造商官方网站下载样本的链接。为确保系统稳定可靠、通用，本项目中液压油源和液压子站须保证为同一制造商制造。
2) 境内投标人提供：有效的营业执照复印件、组织机构代码证、税务登记证复印件或“三证合一”后加载统一社会信用代码的营业执照复印件或事业单位法人证书复印件；
境外投标人提供：其商业登记/商业证明；
3) 投标人应为独立法人，注册资金或净资产不少于500万人民币或等值外币；
4) 投标人具有良好的营业财务状况，充足的资金保证，并提供近二年（2015年和2016年）财务审计报告复印件；
5) 投标人必须提供其所投产品制造商的有效期内的ISO9001质量管理体系认证证明复印件；
6) 境内投标人需证明未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单（需提供“信用中国”查询记录并加盖投标人公章）。境外投标人需提供其授权代表签字确认的无失信行为的承诺；
7) 投标人须提供其无重大涉诉情况的书面声明（境内投标人加盖投标人公章，境外投标人须经授权代表签字）
8) 投标人须提供近五年（2012-2016）的销售或制造本项目所要求提供的同类型货物50万美元或等值人民币/外币以上业绩清单，并出具至少3份合同复印件（合同金额为50万美元或等值人民币/外币以上），并出具最终用户的联系方式（包括：用户名称、地址、联系人、通讯方式）。投标人需要提供同型号系统在国内外的用户列表（择优选择），以备查访。
9) 银行资信证明：境内投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件；境外投标人应当提供在开标日前3个月内由其开户银行开具的银行资信证明的原件或复印件。

0747-1740SITCQ214 Hydraulic oil source system under Strength Laboratory Phase Two Construction Project of Shanghai Aircraft Design and Research Institute 1 Set 1. The bid inviting of this time is for a set of hydraulic oil source system, mainly used for providing the loading actuator in strength test with oil source power, which is the most basic test condition and equipment, by which the static and fatigue tests of assembly level and grouped component level in aviation structure can be carried out immediately after equipment acceptance is passed. It mainly includes a set of hydraulic oil source and a set of hydraulic sub-station.

3. Qualification Requirements For Bidder
Qualifications or Performance：
1) The bidder must be manufacturer or the agent specify only authorized by manufacturer and provide certificate of authorization and Manufacturer Service Commitment Letter both issued by the manufacturer for this project, otherwise the bid will be rejected. The product shall be the standard product provided by the manufacturer. The bidder shall provide the sample introduction brochure of the standard product and the manufacturer’s official website where the sample introduction can be downloaded. To make sure the system is stable and reliable and can be used universally, hydraulic sub-station and oil separator must be manufactured or integrated by the same manufacturer.
2) Bidder inside the Customs area shall provide: the duplicates of its valid Business License, Organization Code Certificate, Tax Registration Certificate.
Bidder outside the Customs are shall provide: Business Registration/Business Certificate;
3) Bidder shall be independent legal entity with the registered capital or net asset of no less than 5 million RMB or equivalent in foreign currency;
4) Bidder shall have excellent financial performance and abundant capital and shall provide the duplicate of financial auditing report within the recent two years from 2015 to 2016.
5) Bidder shall provide ISO9001 Quality System Certification within valid period of the manufacturer of the bidding products.
6) Bidder inside the Customs area shall prove that it is not included in the list of dishonest people subject to enforcement on the “Credit China” website (www.creditchina.gov.cn) (the “Credit China” query record shall be provided and the official seal of the Bidder shall be stamped). The overseas bidder shall provide the commitments on the fact of having no dishonest behavior authorized by its legal person or the representative of legal person.
7) The Bidder shall provide the written statement that it is not involved in lawsuit (the official seal of the Bidder shall be stamped；the overseas bidder shall provide the commitments on the fact of having no dishonest behavior authorized by its legal person or the representative of legal person.).
8) The Bidder must provide the list of performance above USD 500,000 or equivalent RMB/foreign currency of the same type of projects in the recent five years (2012-2016) and provide at least 3 copies of contract (the contract amount shall be USD 500,000 or equivalent RMB/foreign currency) and provide the contact information of the final user (including: user name, address, contact person and communication mode).; The bidder need to provide the same model system in the list of users at home and abroad (preferred), with reference to investigate and verify.
9) Bank reference letter:Domestic bidder shall provide the bank reference letter from the bank which the basic account was opened, issued within three months prior to the time of bid opening in original or its copy. Foreign bidder shall provide the bank reference letter issued within three months prior to the time of bid opening in original or its copy.
