1. 中化建国际招标有限责任公司（招标代理机构）受中海油惠州石化有限公司（招标人）委托，就惠州炼化二期项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOCHuizhouPetrochemicalsCompanyLimited (hereinafter referred to as “Tenderee” or “the Purchaser”), intends to purchase the Goods and the relevant services required under the project of HUIZHOU REFINING & PETROCHEMICALS PROJECT PHASE II with this Invitation for Bids (hereinafter referred to as “IFB”) by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2. 对投标人的资质/业绩要求：

投标人应是投标的特殊止回阀的制造厂商。

Bidder must be the manufacturer of the safety valves proposed in the bid.

业绩要求：

截止到2015年12月31日，投标人在中国境内应有轴流式止回阀应用在至少三个不同的80万吨/年及以上乙烯项目的销售合同业绩，且在每个销售合同中应至少有1台尺寸为24”（含）及以上的轴流式止回阀。

投标人须按规定格式提交业绩表，并提交相应销售合同（含相关技术附件）的复印件。投标人所提交的销售合同中至少须包含下述内容：合同签署时间、所在项目名称及规模、货物名称、阀门类型、阀门尺寸。如果合同内容本身不能涵盖合同签署时间、所在项目名称及规模、货物名称、阀门类型、阀门尺寸，需在投标文件中进一步提供其他支持材料的复印件（如图纸、用户证明或公开发行的信息等），以证明投标所提供的业绩满足本次招标的要求。未提供相关合同（含相关技术附件）的复印件，或所提供的上述合同及其他支持材料中无法验证合同签署时间、所在项目名称及规模、货物名称、阀门类型、阀门尺寸，均视为无效业绩。

By December 31, 2015, the bidder must have sales contract performances of axial flow check valves which used in at least different three sets of ethylene project with the capacity no less than 800 KTA in china, and in every sales contact performance, there should be at least one axial flow check valve with size no less than 24”.

Bidder shall provide performance table in accordance with the format, and shall also provide relevant pages of sales contract (including the relevant Technical Appendix) for the above mentioned performances, demonstrating the contract signing time, name and scale of project, name of goods, type of valves and size of valves. If the contract content cannot cover the contract signing time, name and scale of project, name of goods, type of valves and size of valves, the bidder must further provide copies of other supporting material (such as drawing, end user certificate or public information, etc.), to prove that the sales performance meet the requirements of this tendering. If bidder's performance lists without relevant copies of sales contract as supporting documents or the information of the contract signing time, name and scale of project, name of goods, type of valves and size of valves cannot be verified by the relevant copies of contract and supporting documents provided by the bidder shall be regarded as invalid.

3. 从2017年1月17日开始至2017年1月24日止，在中国海洋石油总公司门户网站（https://buy.cnooc.com.cn）购买招标文件（电子版）。投标人须点击预留电子邮箱中收到投标邀请中的链接后，在线填写招标文件购买登记表，并在线支付标书款至指定账户（开户名称：中化建国际招标有限责任公司，开户银行：交通银行北京分行和平里支行，账号：110060224018010009667，请在交易附言中注明招标编号）。在线支付成功后，系统将向投标人在招标文件购买登记表中填写的电子邮箱发送通知邮件，投标人可通过邮件中的链接自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。

The bidders shall fill out the online registration form to purchase the bid documents, tender and online payment to the designated account. Bidders can download the bid documents through the email link. Non-refundable payment of RMB 2000.00 or USD 350.00 for each copy (electronic edition).

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2017年2月15日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to meeting room 4th floor, CNOOC Building, 6# xiaojie, Dongzhimenwai, Dongcheng District, Beijing at or before 9:30 am (Beijing Time) on February 15, 2017. Any bid beyond the required time and date shall be subject for rejection.
